    I'm guessing it wouldn't add anymore weight than a Birdie Bag would and those are perfectly legal.

    Nope. It's just like using "Birdie Bags". They do the same thing and have been deemed legal.

    Pretty much the exact same spot. Maybe a few feet towards the basket and maybe in a few more feet, but damn near the same spot.
